Airborne requires cards with Shader Model 3.0, so unfortunately the X700 won't fly. Here's a blurb from one of the tech guru's at PMOH:

Because EA's video requirements are a bit on the vague side (for good reason), if you take those examples and extrapolate out the performance of their recommended cards against known common models, this would be a fairly general breakdown of cards supported by the game:
Nvidia 6-series: 6600GT, 6800XT, 6800GT, 6800 Ultra 7-series: 7600GS, 7600GT, 7800GS, 7800GT, 7800GTX, 7900GS, 7900GT, 7950GT 8-series: 8500GT, 8600GT, 8600GTS, 8800GTS, 8800GTX
ATI 1X-Series: X1300 Pro, X1300XT, X1600 Pro, X1600XT, X1650 Pro, X1650XT, X1800XL, X1800GTO, X1800XT, X1900GT, X1900XT, X1900XTX, X1950GT, X1950 Pro, X1950XT, X1950XTX 2X-Series: X2400, X2600, X2900
NOT SUPPORTED: Shader Model 3.0 knocks out the ATI X-series, which only support SM1.0 and SM2.0...X700 Pro, X800 Pro, X800XL, X800GTO, X800XT, X850XT...powerful older cards (like the X800, although it's faster than the X1300) aren't going to work when special DX9 features like Shader Model 3.0 are required, as older hardware doesn't support that feature.

CPU
CPU specs are also vague because on newer chips, clock speed is less important than before. Example, a Core 2 Duo at 2.0GHz beats the snot out of a Pentium 4 running at 3.0GHz.
So, if you extrapolate the CPU performance based on relative metrics:
WinXP -Intel Pentium 4: 2.8GHz or higher Core Duo: Any Core 2 Duo: Any
-AMD Athlon64: 2800+ or higher Athlon64 X2: Any Opteron: Any
Vista -Intel Pentium 4: 3.0GHz or higher Core Duo: Any Core 2 Duo: Any
-AMD Athlon64: 3800+ or higher Athlon64 X2: Any Opteron: Any

Also, even without the SM 3.0 requirement, I doubt they'd let people dumb down the DX requirement. after people used it in other games as an advantage by turning off weather fx and such, allowing them to see more than their opponents.
